Scope of Work
This consultancy’s main objective is to manage a complex project and to lead the project implementation in collaboration with the three project partners. The Project Manager (PM) shall ensure the project’s successful completion and the achievement of deliverables, on time, within required quality levels, in alignment with the budget available and in line with donor requirements. The PM plays also a critical role engaging with the project’s donor and project’s partners. Lastly, the PM will monitor the development of new funding opportunities to ensure the continuity of the project. The PM works under the direct supervision of the Operations Director.
The project includes multiple components around research and analysis, and area profiling to inform the decision making and operationalization of the response in Syria. The project, led by 3iS, is implemented in partnership with three other partners.
Description of Duties
Project Management
Monitoring the implementation of the project’s workplan and ensuring adjustment actions are taken if necessary.
Consolidating the project M&E tool and ensure regular tracking of indicators involving project partners.
Ensure that internal MEAL guidelines are applied.
Ensure regular internal coordination with Partners, ensuring cohesion among all teams contributing to the project implementation.
Ensure that the project requirements, indicators and milestones are fully understood by the technical teams and by the project partners.
Organizing the kick-off and project close-out and lesson learned meetings.
Ensure delivery of project reports in alignment with the organization’s and donor’s requirements and standards.
Contribute to ensuring the external visibility of the project as required.
Inform HQ about any inherent risks to the project’s completion and propose mitigation measures.
Team Management
Structure the project team in an efficient manner, ensure the human resources (HR) structure is updated and responds to programmatic and strategic needs.
Lead and participate in recruitment processes.
Ensure that personnel apply policies and pursue the highest standards in their daily work.
Create and develop an organizational culture of accountability, responsibility and quality of services.
Create a positive, engaged and constructive working environment.
Ensure that HR policies are understood and applied, as well as the regular performance evaluation of personnel.
Representation
Ensure that relations with donors are positively maintained.
Ensure regular programmatic coordination with the Donor.
Represent 3iS with national and international stakeholders, including local authorities, when necessary, in the country of assignment and, when requested, abroad (for specific program development opportunities or for the project coordination).
Fiscal, Compliance Management and Accountability
Line manage the support team dedicated to this project, to ensure sound management of the project.
Ensure close coordination with the finance team to jointly update programmatic forecasts and expenditures.
Collaborate in establishing an adequate segregation of duties for the project workflows
Ensure the application of 3iS policies in terms of financial, HR, administrative and logistics management all along the project implementation.
Ensure that the program and support teams are aware of donors and 3iS rules and regulations.
Strategy and Programmatic Development
Develop the country strategy for the organization in coordination with HQ and through consultation with key local and international stakeholders.
Work to identify and evaluate new programmatic and partnership opportunities, work to develop new proposals, and respond to request-for-proposals in close coordination with HQ.
Security & Logistics
Collaborate with the Security Department to inform the contextual analysis and apply security rules and regulations.
Ensure that security plans are in place and that a safety and security culture is created within the country office.
Ensure that the management of assets and procurement is aligned with 3iS regulations.
Regularly report to HQ context developments which could impact 3iS presence and security of its teams on the ground.
Ensure timely reporting of security incidents based on 3iS rules and regulations.
Accountability to Beneficiaries
3iS’ personnel is expected to respect principles of accountability to beneficiaries of 3iS programs, in line with international standards while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of field projects.

Education
Advanced university degree in Business Administration, Project Management, Information Science, international development studies or other relevant field.
Educational or comparable experience in the field of Information Management is a plus.

Knowledge of and previous work experience in Syria and/or region is an asset.

Duty station: home-based (open for international applicants who are within -2/+2 hours of time difference with Syria).
