Gabriel Dicelis holds a Ph.D. and an M.Sc. in Earth Sciences, as well as a Master of Business Administration (MBA). He serves as Project Manager for the Interagency Accountability to Affected Populations (AAP) Mechanism, implemented by 3iS in coordination with the Regional Humanitarian Pooled Fund for Latin America (RHPF-LAC) and OCHA Colombia. He is a humanitarian affairs and information management specialist with more than 18 years of professional experience and has lived and worked outside Colombia for over 15 years, leading multicultural teams across the Middle East, Africa, and Latin America with organizations including UNICEF, OCHA, WHO, UNMAS, FAO, UNODC, 3iS, and iMMAP.
His expertise focuses on Accountability to Affected Populations (AAP), information management, data governance, interoperability, geographic information systems (GIS), monitoring and evaluation, and real-time analytics to support evidence-based humanitarian decision-making.
