Senior IM Officer

Habtamu Gulilat, a senior information management officer at 3iS since February 2020, has over 26 years of expertise in GIS, remote sensing, information management, monitoring, evaluation, and research. He has a proven track record of delivering impactful solutions across government, private, non-governmental, and UN sectors. His career includes deployment to the Protection Cluster Ethiopia (February to June 2020), the ESNFI Cluster Ethiopia (until February 2022), and, since March 2022, the Housing, Land, and Property (HLP) Working Group within the Protection Cluster Ethiopia.

Prior to joining 3iS, Habtamu spent 22 years in various roles, including 10 years as a GIS specialist at the International Rescue Committee (IRC) in Ethiopia. There, he contributed to humanitarian projects for internally displaced people, refugees, and host communities, conducting GIS, GPS, and mobile data collection tool training under USAID-funded initiatives.

An expert in geodatabases, GIS applications, web mapping, and advanced tools like ArcGIS Online and Pro, Habtamu excels in data visualization using Power BI, Tableau, and GIS dashboards. He is proficient in online data collection tools such as KoboToolbox, Survey123, ONA, and CommCare, and possesses strong knowledge of Remote Sensing applications, including Climate Engine. Recognized with ESRI’s Special Achievement in GIS Award in 2012, he supports humanitarian sectors including Shelter and NFI, protection, WASH, education, and health clusters.

With a master’s degree in Geoinformatics and extensive training in knowledge management and communication, Habtamu specializes in Humanitarian Needs Overview and Response Plan preparation, cluster methodologies, and humanitarian reform processes. He thrives in collaborative environments, advancing organizational missions through his technical expertise and dedication.
