3iS is a non-for-profit organization that provides information management services to humanitarian and development organizations. Through information management, we help our partners target assistance to the world’s most vulnerable populations, and we support local authorities and institutions to enhance their capacities and become autonomous in their internal data and information management activities.

Scope of work

The Logistics and Security Officer oversees from the headquarters (HQ) the technical management of the support functions related to procurement, logistics, safety and security in addition to general administrative tasks.

The objective of this position is to ensure the smooth coordination of the said functions in all countries and across all the global projects, and to provide efficient support to the program teams in their activities. The position may require short international support field missions.

This position reports hierarchically to the Executive Director (ED) and works closely, at HQ, with the Operations Director (OD) and the Finance & HR Coordinator. This position also technically supervises the work of all the logistics, procurement, safety and security focal points in all the country programs.

Description of Duties

Procurement & Logistics

• Overall, managing procurement processes at HQ level (including executing purchase requests launching request-for-quotations and request-for-proposals, evaluating offers and bids, drafting contracts), including vendor relations, market research, fleet movement and asset management.
• Developing and reviewing the procurement strategy, policies, procedures and templates at global level, while ensuring that the policies are aligned with donors’ rules.
• Coordinating all the procurement plans (PPs) coming from the country programs.
• Reviewing procurement packages coming from the field, as per the threshold matrix, including the signature of quotation analysis tables (QAT), reviewing contracts…
• Ensuring that regular evaluations of vendors and managing any issue which may arise with performance, quality or other aspects, are conducted by every country program.
• Providing capacity building on procurement support to internal and external customers, especially in terms of building a procurement culture and the appropriate implementation of the global procurement policy + technical expertise of buyers.
• Monitoring asset management, including regular physical counts to be conducted by every country program, to ensure their effective and compliant use. This includes assigning, tracking, returning, disposing and reporting them.
• Monitoring fleet movement practices. This also includes ensuring that appropriate log sheets are implemented and collected.

Safety & Security

• Monitoring the security situation and context developments in countries of operation or potential countries of operation and provide context analysis on a regular basis.
• Informing the OD and the ED on a regular basis on challenges and developments that could impact operations and strategies of the organization, provide advice on operational approaches from a security perspective.
• Providing technical guidance to Country Representatives and Country Security Officers on security plans, risks assessments (including facilities identification) and incident management and reporting.
• Ensuring regular security audits are conducted in country offices to ensure alignment with the highest standards of safety and security as well as with 3iS procedures, as well as the implementation of the mitigation measures identified in the risk assessments.
• Ensure that security documents (risk assessments, Security Management Plans, Contingency Plans, evacuation plans, training plans etc) are developed, understood by the teams and that trainings take place for dissemination of procedures and SOPs.
• Organizing and delivering inductions for international personnel before their deployments and ensure security briefings are done systematically.
• If needed, participating in proposal development by providing required security and context-related input.
• If needed, representing 3iS with other INGOs, international organizations and other stakeholders for what relates to security management.
• In a crisis, this position will act as a member of the Crisis Management Team or Incident Management Team.

General Administration

• Managing the development of related internal and external policies and regulations.
• Ensuring compliance with internal policies, donors’ rules and external regulations related to the functions under their responsibility.
• Handling inquiries during donors’ audit
In addition to any other task which could be requested by the ED.

Requirements

Education

• An advanced university degree in Business Administration, Project Management, or any related field.
• Any field-related certification (procurement, logistics, safety and security, etc.) is a plus.

Language

• English: mandatory
• French: a plus
• Spanish: a plus

Experience

• At least 3 years of experience in procurement, logistics or safety, and security management in the humanitarian and development sector is required.

Working Conditions

Job Title: Logistics & Security Officer
Duty Station: Marseille (France) or remote (timezone: CET +/-1h)

Remuneration: EUR 2500-3000 (monthly gross)
