Organization

3iS is a non-for-profit organization that provides information management services to humanitarian and development organizations. Through information management, we help our partners target assistance to the world’s most vulnerable populations, and we support local authorities and institutions to enhance their capacities and become autonomous in their internal data and information management activities.

Scope of Work

The Junior Information Management Officer (JIMO) will support the design, development, and delivery of high-quality IM capacity building activities under Result 1 (Foundational IM Capacity) and Result 2 (Disaster Preparedness & Anticipatory Action).

This buffer position is designed to provide additional surge capacity during peak training periods, support field missions, and ensure continuity of mentorship and follow-up activities across priority zones.

Working under the supervision of the Capacity Building Team Lead and the IMO – Roving Capacity Building, the JIMO will focus on strengthening the skills of local and community-based organizations, woreda-level EDRMC offices, and ET-RRM partners through training, mentorship, and technical support.

The JIMO will be required to travel frequently across regions (Amhara, Benishangul Gumuz, Oromia, Tigray) based on identified training needs and operational priorities, delivering both in-person and remote support.

Description of Duties

Capacity Strengthening of Local and Community-Based Organizations

Foundational IM Capacity & Data Governance

- Assist in conducting baseline IM capacity assessments (data collection, note-taking, basic analysis of results) in regions.

- Co-facilitate training sessions on Excel, KoboToolbox, data protection, and SOPs under the guidance of the IMO.

- Provide on-site technical support to trainees during hands-on exercises.

Community-Based Data Collection & Monitoring Networks

- Support identification and engagement of community data contributors (local CSOs, university students) across the four regions.

- Deliver basic training on data collection tools and ethics to community networks.

- Help coordinate between community networks and AIMWG for data alignment.

Sustainability via ToT, Mentorship & Knowledge Transfer

- Assist in organizing ToT sessions and peer-learning exchanges.

- Provide follow-up technical support to local trainers and mentors after initial training.

- Help develop training materials and toolkits (formatting, translation support, layout).

Disaster Preparedness, Early Warning & Anticipatory Action

Strengthening Local Capacities for Early Warning & GIS

- Co-facilitate hands-on sessions on basic GIS (QGIS), early warning data interpretation, and remote sensing.

- Support participants in creating simple maps, dashboards, and situation updates during simulation exercises.

- Provide troubleshooting for common software issues (QGIS, Excel, KoboToolbox).

GIS-Based Emergency IM & Anticipatory Action Tool (ETRRM)

- Assist in training end-users on the enhanced Alert Dashboard (user account setup, basic navigation, report generation).

- Collect user feedback and document issues for the IMO and GIS/AI IMO.

Digitalization of ETRRM Response Tracker

- Support training sessions for ETRRM partners on the digital response tracker.

- Help partners input test data and verify accuracy.

Field Engagement & Mobility

- Travel regularly to priority zones (Amhara, Oromia, Benishangul Gumuz, Tigray) to deliver trainings and provide on-site support.

- Engage with field teams and partners to understand contextual challenges and adapt approaches accordingly.

- Represent the capacity building team during field missions and stakeholder engagements.

Knowledge Management & Reporting

- Document training activities, lessons learned, and best practices.

- Contribute to internal reporting on capacity building progress and outcomes against project indicators.

- Support the development of case studies, guidance notes, and knowledge products.

Representation

- Participate in internal and external meetings related to capacity building and IM strengthening.

- Share updates on ongoing training activities and promote best practices.

- Other relevant representation duties as assigned by the Capacity Building Team Lead.

- Respect principles of accountability to beneficiaries of 3iS programs, in line with international standards, actively engaging beneficiary communities as equal partners.

Additional Responsibilities

- Perform other related duties as assigned by the Capacity Building Team Lead, IMO – Roving Capacity Building, Project Manager, and HQ.

Requirements

Education

Bachelor’s degree in Information Management, Statistics, GIS, Computer Science, Data Science, Humanitarian Studies, or a related field.

Languages

- Fluency in English (written and spoken) – mandatory.

- Fluency in Amharic is strongly preferred; additional Ethiopian languages (Afan Oromo, Somali, Tigrinya) are a significant advantage.

Experience

- Minimum 2 years of experience in information management, data analysis, or training support within the humanitarian or development sector.

- Practical experience with at least two of the following tools: Excel, KoboToolbox, Power BI, or QGIS.

- Experience supporting training sessions or providing technical assistance to partners in remote or low-resource settings.

- Familiarity with the humanitarian coordination system in Ethiopia (clusters, working groups) is an asset.

- Prior field experience in Afar, Amhara, Oromia, Somali, or Tigray regions is highly desirable.

Skills

- Basic to intermediate proficiency in Excel (pivot tables, formulas, data cleaning) and KoboToolbox (form design, data collection).

- Familiarity with Power BI or GIS (QGIS) for basic data visualization or mapping.

- Ability to assist in developing training materials and adapting content to local contexts.

- Strong interpersonal and communication skills to engage with local organizations and community members.

- Willingness to learn new tools and methodologies quickly.

- Ability to work in a team and support senior staff effectively.

- Problem-solving attitude and ability to provide basic technical troubleshooting.

Organizational

- Ability to travel frequently (up to 60% of the time) to priority zones with sometimes basic living conditions.

- Good organizational skills to assist in planning training events, logistics, and documentation.

- Ability to work under supervision and follow structured guidance while showing initiative where appropriate.

- Commitment to confidentiality, data protection, and ethical conduct in humanitarian settings.
