humanitarian and development organizations. Through information management, we help
our partners target assistance to the world’s most vulnerable populations, and we support
local authorities and institutions to enhance their capacities and become autonomous in their
internal data and information management activities.
Scope of Work
3iS is looking to grow its global talent pool of professionals for potential upcoming vacancies
that are funding-dependent. While 3iS may not have an immediate position available that
aligns with your experience, the organization is always looking to expand its network and

Description of Duties
The below scopes of work are high-level, specific to 3iS’ global talent pool call for
professionals and therefore includes but is not limited to the below tasks. When an
opportunity has been identified, individuals will be presented with a tailored Terms of
Reference (ToR) if they are invited to an interview.
—Information Management Officer
• Design, implement, and manage information management systems.
• Support the design of assessments and needs analysis activities, including
humanitarian needs overview, secondary data reviews, situational analyses, and
multi-cluster rapid assessments.
• Develop and facilitate tailored high-quality capacity building training for individuals
in-person and online.
• Design basic maps, interactive dashboards, infographics, and reports to facilitate
evidence-based decision-making using for example, QGIS, ArcGIS Pro, Power BI,
Tableau, or Adobe Creative Cloud.
—Data Analysis Expert
• Develop data collection methodologies ensuring appropriate indicator selection.
• Compile, clean, triangulate, and analyze data obtained through primary data
collection, secondary data provided by partners or data that is publicly available.
• Generate actionable insights based on analytical processing using for example,
Microsoft Excel, R, Python, or SPSS.
—Data Visualization Expert
• Translate complex datasets into compelling, easy-to-understand visual formats such
as dashboards, infographics, and reports using for example, Power BI, Tableau,
Plotly or Adobe Creative Cloud.
• Create icons, graphic design elements, in addition to static and interactive charts that
align with 3iS’ Style Guide.
• Support team members in creating a visually appealing and intuitive User Interface
for web platform and chatbot development.
—GIS Expert
• Ensure that datasets are properly formatted and geo-referenced for map production
on QGIS or ArcGIS Pro.
• Conduct spatial analysis and remote sensing to help visualize and inform evidence based decision making.
• Integrate semantic GIS capabilities into projects.
—MEAL Expert
• Develop theories of change and monitoring and evaluation frameworks, tools, and
plans.
• Collect and analyze qualitative and quantitative data for accountability and learning
purposes such as surveys, observations, key informant interviews or focus group
discussions.
• Monitor, reporting, and adjusting project activities to ensure that deliverables remain
on-track.
—AI Expert
• Design and develop AI-based chatbots, assistants and agents in accordance with
the project’s required specifications.
• Deploy, adapt and optimize Large Language Models for processing unstructured
data and providing user support.
• Develop algorithms and machine learning models for predictive analysis and data
classification.
—Developer
• Responsible for gathering requirements, designing, coding, and creating solutions
and web applications such as AI-based chatbots.
• Troubleshoot, debug, maintain and improve existing products.
• Develop technical documentation guides for future project implementation, but also
Users.
Requirements
Education
• A master’s degree or bachelor’s degree in a related field.
Languages
• English (fluent) – essential
• Fluency in additional languages is highly desirable.
• All languages and proficiency to be clearly indicated on your CV.
Experience
• A minimum of 3 years of experience in the relevant field, preferably with
demonstrated experience within the humanitarian / development ecosystem.
• Experience in providing Information Management support services with a customer focused approach is desirable.
• Demonstrate highly developed written and oral communication skills.
• Ability to work remotely if and when required.
Skills
• Strong presentation and communication skills.
• Ability to work with both quantitative / qualitative and structured / unstructured data.
• Knowledge and practical experience of using software and tools relevant to each
role.
• Excellent time management skills to deliver high-quality products on time.
• Strong interpersonal skills and ability to work in a team environment.
• Ability to think critically, adapt to complex and dynamic situations, and resolve issues
independently under pressure.
Accountability to Beneficiaries
3iS’ personnel is expected to respect principles of accountability to beneficiaries of 3iS
programs, in line with international standards while actively engaging beneficiary
communities as equal partners in the design, monitoring and evaluation of field projects.
