Ethiopia is experiencing a multi-faceted crisis following ongoing conflict and displacement, especially in the north, as well as food insecurity and malnutrition, climate-related disasters with recurrent droughts, floods and landslides, as well as a decline in healthcare.
3iS has been active in Ethiopia since November 2021 providing coordination, information management services, capacity building strengthening, and innovative tools adoption to projects funded by the Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO), the Danish Refugee Council as hosting Agency of the Humanitarian INGO Forum (HINGO), the H2H Network and most recently, Google.org.
In Ethiopia, 3iS is the Co-Chair for the Information Management Working Group and works closely with OCHA in support of the humanitarian coordination architecture. We have also signed a Memorandum of Understanding with the Consortium of Christian Relief and Development Association (CCRDA), which was established in 1973 and to date has more than 460 NGO/CSO members operating in-country.
Since May 2023, 3iS has been working on a project funded by DG ECHO titled “Improved access to coordination of assessments, analysis, and information management services and related capacity-building for humanitarian actors in crisis-affected areas of Ethiopia.”
3iS leads the Evidence for Humanitarian Action (EVIACT) Consortium in Ethiopia whose objective is to enhance coordination, data analysis, and capacity-building of humanitarian actors in crisis-affected areas. In partnership with IMPACT Initiatives and ACAPS and funded by DG ECHO, we provide information management support, develop digital platforms for data sharing, provide independent analysis, support assessments and deliver training to strengthen decision-making. Our work improves the efficiency of the humanitarian response by transforming data into actionable insights across key sectors and in support of international and national stakeholders active in the response.
In June 2025, out of nearly 3,000 applicants, 3iS was one of 20 social impact organizations selected to receive funding, technical training, and dedicated expertise from Google experts as part of the Google.org Accelerator: Generative AI. 3iS’ Agentic Risk & Environmental Management System (AREMS) is an intelligent multi-agent AI system backed by Google Cloud Platformed designed around community engagement. AREMS will allow for enhanced data-driven decision-making for humanitarian organizations and local authorities, alongside increased community resilience and ownership stemming from the co-creation of risk knowledge and chatbot-facilitated capacity building.
In 2024, funded by the Danish Refugee Council – then the Humanitarian International Non-Governmental Organizations (HINGO) Forum host agency – 3iS led an end user requirement workshop that directly informed the design and development of the HINGO web-based platform.
The platform created by 3iS consolidated and enhanced the workflow for data collection, storage, analysis, and visualization in a central database. HINGO members were trained by 3iS on system usage and were provided a user guide and an admin guide upon completion.
In 2021, 3iS in partnership with the Norwegian Refugee Council and funded by DG ECHO, worked on a project titled “Integrated humanitarian assistance to conflict and displacement affected populations in Somali, Oromia, and Tigray regions and improved analysis, and needs assessment capacities in crisis affected areas of Ethiopia.”
Throughout the duration of the project, 3iS produced quarterly humanitarian situation reports and provided direct information management support to the Protection Cluster, the Housing, Land, and Property Working Group, as well as the Gender-Based Violence Area of Responsibility within the Protection Cluster.
