Organization
3iS is a non-for-profit organization that provides information management services to humanitarian and development organizations. Through information management, we help our partners target assistance to the world’s most vulnerable populations, and we support local authorities and institutions to enhance their capacities and become autonomous in their internal data and information management activities.
Scope of Work
Under the supervision of the Capacity Building Team Lead, the IMO – Roving Capacity Building will lead the design, coordination, and quality assurance of information management (IM) capacity strengthening activities under Result 1 (Foundational IM Capacity) and Result 2 (Disaster Preparedness & Anticipatory Action).
The role will support the project's localization objective by working in close partnership with partners, and the Localization Working Group to deliver structured training, mentorship, and technical support to local and community-based organizations, woreda-level EDRMC offices, and ET-RRM partners.
The IMO will require frequent travel to field locations to assess needs, deliver training, and ensure the practical application of IM, GIS, and early warning tools in climate-prone and hard-to-reach areas.
Description of Duties
Capacity Strengthening of Local and Community-Based Organizations
- Lead the design and implementation of a localized IM capacity building strategy aligned with project objectives, cluster priorities, and the Localization Working Group framework.
- Conduct baseline IM capacity assessments for selected local and community-based organizations in priority zones (Amhara, Benishangul Gumuz, Oromia, Tigray) in coordination with implementing partners.
- Develop training plans and learning pathways tailored to different user groups, including local CSOs, woreda-level EDRMC, ET-RRM partners, and academic institutions.
- Ensure alignment of capacity building initiatives with national IM standards, data protection protocols, and ECHO priorities.
Training Oversight & Delivery
- Lead and facilitate advanced training sessions (in-person, virtual, hybrid) covering foundational IM, including data collection, management, analysis, visualization, and data governance.
- Lead and facilitate training on disaster preparedness, including interpretation of early warning data, GIS mapping, remote sensing, and anticipatory action planning.
- Ensure quality assurance of all training sessions delivered by the capacity building team.
- Adapt training methodologies to different operational contexts, including low-connectivity and insecure environments.
- Promote practical, hands-on learning approaches that enable trainees to apply skills immediately in real-world humanitarian settings.
Content Development & Standardization
- Oversee the development, review, and standardization of IM training materials, toolkits, and SOPs in collaboration with the Capacity Building Team Lead.
- Ensure consistency and relevance of learning resources across regions, including localized-language versions where applicable.
- Develop new modules as needed, particularly for early warning interpretation, GIS, and remote sensing applications.
- Support the expansion and maintenance of online learning platforms and digital training repositories.
Strengthening Local Capacities for Early Warning & GIS
- Lead hands-on training for local actors (CSOs, woreda EDRMC, ET-RRM partners) on collection, management, and visualization of emergency data, including basic GIS and dashboards.
- Train local actors on interpretation of climate and early warning data, including rainfall anomalies, drought indices, and flood risk.
- Train on the use of remote sensing for rapid crisis analysis, including flood extent, vegetation stress, and displacement hotspots.
- Use scenario-based simulations to link early warning triggers to contingency planning and anticipatory actions.
GIS-Based Emergency IM & Anticipatory Action Tool
- Coordinate with the dedicated GIS/AI IMO to ensure training materials reflect the final dashboard functionalities.
- Lead end-user training for national, regional, and local actors on how to access, interpret, and use the enhanced Alert Dashboard for early warning, preparedness, and response prioritization.
- Collect user feedback and channel it to the GIS/AI IMO for iterative improvement.
Digitalization of ETRRM Response Tracker
- Lead training for ETRRM partners on the revised digital response tracker, including response definition, geographic specification, justification, and implementation details.
- Ensure partners can systematically document approved RRM interventions.
- Work with the GIS/AI IMO to ensure the tracker integrates with the dashboard.
Technical Leadership & Mentorship
- Provide technical guidance and mentorship to the Junior IMO and other capacity building team members.
- Support partners in applying IM tools, GIS, and early warning methodologies effectively in their operations.
- Act as a subject matter resource for IM tools such as Excel, Power BI, KoboToolbox, GIS (QGIS), remote sensing, and data workflows.
- Ensure best practices in data management, ethical data sharing, and conflict-sensitive analysis are promoted and applied.
Field Engagement & Roving Support
- Conduct regular field missions across priority zones to deliver trainings and provide on-site technical support.
- Lead establishment of structured community-based data networks in woredas with high needs and limited international presence.
- Engage directly with CCRDA, EHNCF, woreda-level EDRMC, and ET-RRM partners to understand contextual challenges and tailor interventions.
- Ensure continuous follow-up and post-training support to reinforce learning outcomes and monitor application of skills.
Coordination, Monitoring, and Representation
- Coordinate with clusters, the Localization Working Group, AIMWG, and OCHA sub-national offices to align capacity building activities with coordination mechanisms.
- Represent the capacity building function in IM and inter-cluster coordination meetings as required.
- Strengthen collaboration between field teams, central IM units, and the ETRRM platform to ensure knowledge flow and interoperability.
- Support monitoring mechanisms to track the effectiveness and impact of capacity building activities against project indicators.
- Analyze feedback and learning outcomes to continuously improve training approaches.
- Prepare regular reports on capacity building progress, achievements, and challenges.
- Document lessons learned, best practices, and success stories for knowledge management.
- Represent 3iS in relevant IM and capacity building forums at regional and national levels.
- Promote best practices and knowledge sharing across the humanitarian community, particularly around localization and disaster preparedness.
- Perform other related duties as assigned by the Capacity Building Team Lead, Project Manager, and HQ.
Requirements
Education
Bachelor's degree or MSc in Information Management, Statistics, GIS, Computer Science, Data Science, Humanitarian Studies, or a related field.
Languages
- Fluency in English (written and spoken) – mandatory.
- Working knowledge of Amharic is highly desirable; additional Ethiopian languages (Afan Oromo, Somali, Tigrinya) are a strong asset.
Experience
- Minimum 4 years of professional experience in information management, data analysis, or capacity building within the humanitarian sector.
- Proven experience in designing and delivering IM training to diverse audiences, including local NGOs, government counterparts, and community-based organizations.
- Demonstrated experience with IM tools such as Excel (advanced), Power BI, KoboToolbox, GIS software (QGIS or ArcGIS), and Google Earth Engine.
- Experience in disaster preparedness, early warning systems, or anticipatory action.
- Experience working in Ethiopia, particularly in remote or hard-to-reach areas, is highly desirable.
- Experience coordinating with clusters, working groups, or coordination mechanisms is an asset.
Skills
- Strong facilitation and adult-learning training skills, with ability to adapt content to different skill levels and operational contexts.
- Technical proficiency in data collection, cleaning, analysis, and visualization using tools such as Excel, Power BI, KoboToolbox, and GIS.
- Knowledge of remote sensing applications for humanitarian preparedness.
- Understanding of data protection principles, GDPR compliance, and ethical data management in sensitive contexts.
- Ability to work under pressure, manage multiple tasks, and travel frequently to field locations with basic infrastructure.
- Strong problem-solving skills and ability to provide on-the-spot technical support and troubleshooting.
- Excellent written and verbal communication skills, including report writing and documentation.
Organizational
- Ability to work independently with minimal supervision while maintaining strong coordination with the Capacity Building Team Lead and Project Manager.
- Strong planning and organizational skills to manage training schedules, field missions, and reporting deadlines.
- Capacity to coordinate effectively with multiple stakeholders, including CCRDA, EHNCF, EDRMC, ET-RRM partners, clusters, and local authorities.
- Willingness to travel up to 60–70% of the time across priority regions.
- Commitment to localization principles, accountability to beneficiaries, and a do no harm approach.
