Emergencies (mass displacement and confinement) that required a complementary response from the EHMM occurred in five municipalities: Arenal, Morales, Noros\u00ed, Montecristo, and Cantagallo.<\/p><p>The EHMM&#8217;s capacity to respond and identify cross-sector humanitarian impacts and needs has been limited by the low presence of partners in the territory.
