Organization
3iS is a non-for-profit organization that provides information management services to humanitarian and development organizations. Through information management, we help our partners target assistance to the world’s most vulnerable populations, and we support local authorities and institutions to enhance their capacities and become autonomous in their internal data and information management activities.
Scope of Work
The IMO will support the Senior IMO and the Disaster Preparedness focal point in implementing Result 2 activities.
The primary focus is to enhance the operational capacity of local humanitarian actors to access and apply early warning information and to support the digitalization of the ET-RRM (Ethiopia Rapid Response Mechanism) information ecosystem.
Description of Duties
GIS & Alert System Operationalization (Activity 2.2)
- Dashboard Support: Assist in the development and maintenance of the Power BI-based ET-RRM Alert Dashboard, ensuring it transitions from manual reporting to an automated analytical engine.
- Data Integration: Help integrate multi-source datasets, including meteorological and community-based early warning information, into GIS-based risk maps and exposure analyses.
- User Feedback: Collect user feedback from national and regional actors to ensure the alert system remains operationally relevant and sustainable.
Digitalization of Response Tracking (Activity 2.3)
- Automated Tracking: Support the revision of the ETRRM response tracker from Excel-based to a digital platform for real-time tracking of "Who does What, Where" (4W).
- Traceability: Ensure the digitized tracker captures core dimensions of interventions: Response Definition, Geographic Specification, Justification, and Targeting Details.
- Partner Onboarding: Train ETRRM partners on digital data entry protocols to reduce errors and improve data quality for donor reporting.
- Work closely with AI engineer to have a prediction model integration with the ETRRM Dashboard to predict disasters.
- Predictive Model Integration: Work with AI engineers to integrate Machine Learning (ML) models into the ETRRM Dashboard. These models will ingest historical disaster data, climate patterns, and socio-economic indicators to predict potential crises.
- Anticipatory Action Triggers: Work with AI engineer to set automated alerts based on AI predictions, allowing partners to pivot from response to prevention.
- Risk Mapping: Generate heatmaps that overlay current response gaps with predicted disaster hotspots.
- Anticipatory Triggers: Work with AI engineer to set up AI-driven thresholds that notify stakeholders before a disaster occurs, enabling Anticipatory Action (AA).
Automated Reporting & High-Quality Geospatial Mapping
- Dynamic Map Generation: Integrate GIS (Geographic Information Systems) with the AI model to produce automated, high-resolution Risk vs. Response maps.
- Probability of disaster occurrence.
- Partner saturation vs. resource gaps.
- Accessibility routes based on predicted environmental changes (e.g., flood-prone roads).
- AI-Synthesized Reporting: Work with AI engineer to implement a Natural Language Generation (NLG) layer to automatically draft donor-ready situation reports (SitReps) based on real-time data shifts and AI predictions, reducing human reporting cycles by 70%.
Coordination
- Collect, consolidate, clean, process and produce 3W matrix, summary tables and visuals.
- Design presentation on humanitarian response activities progress for ad hoc and scheduled cluster meetings.
- Consider and propose options for consolidated/themed reports, from IM support product outputs to improve synergies and cross-thematic areas analysis.
Representation
- Attend periodic information management meetings with the 3iS IMO team, share updates on ongoing IM products and activities, and promote good practices in the organization.
- Other relevant representation duties as assigned by the line manager.
Capacity Building
- In consultation with Capacity Building IMO, facilitate need-based high-quality in-person, virtual, and online IM training sessions.
- Support the whole preparation of online platform contents in consultation with the Capacity Building IMO.
- Train and provide technical support to the identified staff as needed on all Information Management tools and processes.
- Provide mentorship and support in Information Management to the humanitarian community responding in Ethiopia through different mechanisms.

Requirements
Education
Bachelor’s degree in Information Management, Statistics, GIS, Computer Science, Data Science, Humanitarian Studies, or a related field.
Languages
- Fluency in English (written and spoken) – mandatory.
- Fluency in Amharic is strongly preferred; additional Ethiopian languages (Afan Oromo, Somali, Tigrinya) are a significant advantage.
Experience
- Minimum 2 years of experience in information management, data analysis, or training support within the humanitarian or development sector.
- Practical experience with at least two of the following tools: Excel, KoboToolbox, Power BI, or QGIS.
- Experience supporting training sessions or providing technical assistance to partners in remote or low-resource settings.
- Familiarity with the humanitarian coordination system in Ethiopia (clusters, working groups) is an asset.
- Prior field experience in Afar, Amhara, Oromia, Somali, or Tigray regions is highly desirable.
- Familiar with some AI tools like Google Earth AI.
Skills
- Basic to intermediate proficiency in Excel (pivot tables, formulas, data cleaning) and KoboToolbox (form design, data collection).
- Familiarity with Power BI or GIS (QGIS) for basic data visualization or mapping.
- Ability to assist in developing training materials and adapting content to local contexts.
- Strong interpersonal and communication skills to engage with local organizations and community members.
- Willingness to learn new tools and methodologies quickly.
- Ability to work in a team and support senior staff effectively.
- Problem-solving attitude and ability to provide basic technical troubleshooting.
- Some knowledge of AI is advisable.
Organizational
- Good organizational skills to assist in planning training events, logistics, and documentation.
- Ability to work under supervision and follow structured guidance while showing initiative where appropriate.
- Commitment to confidentiality, data protection, and ethical conduct in humanitarian settings.
